Is wheat a protein, starch or both

Is wheat a protein, starch or both. I say...both?
Im fairly new to eating healthy. I am just trying to gain some clarity in eating wheat with proteins. I am aware of the "dangers" of combining starches and proteins. When it comes to wheat breads, are they considered starches or proteins? Can I eat a turkey sandwhich on whole wheat? Can I eat turkey sausage and eggs with buckwheat pancackes? Can I eat fish with brown rice? If someone could answer these questions I would be most delighted.

For Food Combining the emphasis is on the predominant content of the meal.
Wheat contains a lot of starch and a little protein, so is eaten with other foods that are predominantly starch. Whole wheat breads and brown rice are still predominantly starch even though they contain more protein than white rice or white flour.
Turkey, eggs and fish are predominantly protein, so eat with other foods that are either predominantly protein, or low in starch.
